AC-47 Spooky Honors Vietnam Veteran at Parkway Dedication with a Flyover

Montgomery County, Texas (November 4, 2025) - A core part of the Commemorative Air Force’s mission is to honor veterans and their service to our country. Recently, the AC-47 Spooky had the privilege of flying over a special dedication ceremony honoring fallen hero Lt. Col. Paul P. Mendes.

Mendes was honored posthumously for his lifelong contributions to both the nation and Montgomery County. He retired as a Lieutenant Colonel in the U.S. Army, where he served as a Green Beret. He completed three tours in Vietnam and was among the last soldiers to evacuate via helicopter after the fall of Saigon. He later returned to Vietnam to assist in the recovery of missing soldiers and received numerous commendations for his military service, including four Bronze Stars with citations for valor.

Post military, he continued to serve his community, where he served as Administrator for the City of Magnolia. A dedicated leader, Mendes left behind a legacy of public service and an unwavering commitment to improving his community through his actions and leadership.at the time of his passing.

The dedication ceremony, began with the presentation of colors by the Magnolia ISD Navy JROTC, setting a tone of reverence and precision. The event concluded with a stirring rendition of the National Anthem and military flyover arranged by the CAF Gulf Coast Wing. The AC-47 Spooky, a Vietnam-era gunship known for protecting soldiers on the ground, passed over the ceremony precisely at the high point of the anthem. The aircraft then made a second pass heading east toward the airport, tilting its wings in what appeared to be an honorary salute to Mendes.

“Paul Mendes was a devoted family man, a decorated officer, and a leader dedicated to his community. The parkway tribute is a fitting compliment to a truly worthy individual,” stated Commissioner Charlie Riley.

The designation was made possible through the collaborative efforts of Montgomery County Toll Road Authority Chairman Charlie Riley, Texas Senator Lois Kolkhorst, Texas Senator Paul Bettencourt, and Texas Representative Cecil Bell. During the 89th Legislature Regular Session, both the Texas House of Representatives and the Texas Senate demonstrated overwhelming support for the bill, which passed unanimously and was signed into law by Governor Greg Abbott—making the memorial designation effective September 1, 2025.
