CAF Selected to Join FAA Aviation Rulemaking Committee

Dallas, TX (June 5, 2025) –The Commemorative Air Force (CAF) is honored to be selected as a member of a key advisory and safety group in the aviation community. The FAA’s National Headquarters in Washington, D.C., has invited the CAF to participate in a congressionally mandated Aviation Rulemaking Committee (ARC).

The ARC provides the FAA with critical information, advice, and recommendations on rulemaking activities related to a wide range of stakeholders—aircraft owners and operators, pilots and crew members, airports, maintenance providers, manufacturers, passengers, and training organizations. Most recently, the Committee has been tasked with addressing regulatory issues concerning the Air Tour Industry, a sector that plays a vital role in offering the public the unique opportunity to experience flight in vintage aircraft.

Representing the CAF on the committee is President and CEO David Oliver. “I am very excited to serve on the committee to represent the interests and mission of the CAF and vintage aviation,” Oliver shared.

Alongside other committee members, Oliver will represent the CAF and contribute to a formal advisory report. This report will be submitted directly to Congress and will play a key role in informing FAA rulemaking and potential future legislation.

“I’m deeply committed to ensuring the CAF is represented at the national level to promote and advocate for our mission,” Oliver added.

The CAF remains firmly committed to safety—not only within our organization but throughout the aviation community. Our participation in the ARC reflects our ongoing efforts to ensure the safety of our pilots, volunteers, and visitors while advancing our mission to preserve and share vintage aviation with the public.
